The contract rose $2.65 to settle at $106.25, the highest since May, in New York on Tuesday.In London, Brent crude was up 15 cents at $121.81 per barrel on the ICE Futures exchange.While Greece will get a second bailout worth euro130 billion ($172 billion) from its partners in the 17-nation eurozone and the International Monetary Fund, markets still worry that the deal does not address the country&#8217;s prolonged recession and will not save it from defaulting on its debts further down the road.&#8221;Whilst news of the Greek bailout was met with a bit of a shrug by the markets as so many lingering issues remain, crude oil prices continued to find strength from the geopolitical risk factors,&#8221; said a report from Sucden Financial in London.Oil has jumped from $96 earlier this month amid escalating tension between Western powers and Iran.On Tuesday, Iranian Gen. Mohammed Hejazi warned his country is prepared to carry out a pre-emptive strike against any nation that threatens Iran. Damage to oil fields or transport areas will add even more premium that will not go away for years.&#8221;The West fears Iran&#8217;s nuclear program is aimed at developing atomic weapons. Iran denies the charges, saying it is for peaceful purposes.Some analysts expect an improving U.S. economy and tight global crude supplies will also help boost prices. Goldman Sachs said it expects crude to rise to $123.50 during the next 12 months.&#8221;Stronger-than-expected demand against limited inventory and scarce excess production capacity leaves the market extremely vulnerable to price spikes in the near-to-medium term,&#8221; Goldman Sachs said in a report. &#8220;It is important to emphasize that a spike in oil prices would most likely inflict damage on the economic recovery.&#8221;Investors will also be monitoring fresh information on U.S. stockpiles of crude and refined products.Data for the week ending Feb. 17 is expected to show a build of 1.7 million barrels in crude oil stocks and a draw of 450,000 barrels in gasoline stocks, according to a survey of analysts by Platts, the energy information arm of McGraw-Hill Cos.The American Petroleum Institute will release its report on oil stocks later Wednesday, while the report from the Energy Department&#8217;s Energy Information Administration — the market benchmark — will be out on Thursday.Both report come a day later than usual because of Monday&#8217;s Presidents Day U.S. holiday.In other energy trading, heating oil fell 0.59 cent to $3.2289 per gallon and gasoline futures slid 0.94 cent to $3.2391 per gallon. The project holds $2 billion of economic potential for Texas, more than for any other state, according to a survey commissioned by TransCanada.&lt;/p&gt;&lt;p&gt;Its high-profile supporters include Gov. Rick Perry and Sens. Kay Bailey Hutchison and John Cornyn, all Republicans. Perry made the pipeline an element of his failed presidential bid by blasting Obama&#8217;s rejection of the application, accusing the president of squandering the chance to create jobs.&lt;/p&gt;&lt;p&gt;&#8221;There is not a politician in Texas in their right mind &#8212; I don&#8217;t care if you&#8217;re a Democrat or Republican &#8212; that doesn&#8217;t know the importance of this to all of Texas,&#8221; said Bill McCoy, president of the Greater Port Arthur Chamber of Commerce. At least two Port Arthur refineries, Motiva Enterprises and Valero, would be on the receiving end of the 1,661-mile pipeline.&lt;/p&gt;&lt;p&gt;Opposition campaign&lt;/p&gt;&lt;p&gt;But landowners, environmentalists and property rights advocates have begun stepping forward in an impassioned campaign against the 376 miles of pipeline that would stretch through 18 counties in East Texas.&lt;/p&gt;&lt;p&gt;Opponents accuse TransCanada of using bullying tactics to seize land rights for the project and say a spill could pollute vital water resources in drought-ridden Texas.&lt;/p&gt;&lt;p&gt;Sign-wielding protesters gathered outside a court hearing in Paris on Friday to support Julia Trigg Crawford in her efforts to block TransCanada from digging on a 600-acre farm that has been in her family since 1948.&lt;/p&gt;&lt;p&gt;Crawford, who manages the farm, says the pipeline threatens Bois d&#8217;Arc Creek, which flows through the Northeast Texas property, as well as Native American archaeological remains.&lt;/p&gt;&lt;p&gt;&#8221;My hope is that our state leaders will see that their landowners are being bullied,&#8221; Crawford told the Star-Telegram earlier in the week.&lt;/p&gt;&lt;p&gt;The opposition campaign has also re-energized a property rights coalition that flexed its muscle during the last decade to upend one of Perry&#8217;s most ambitious projects, the Trans-Texas Corridor.&lt;/p&gt;&lt;p&gt;The project was originally envisioned as a $145 billion-plus supernetwork of tollways, rails and utility lines. It dissolved after it was attacked as a land grab that would encroach on thousands of private acres. The involvement of a foreign contractor, Spain-based Cintra, further angered opponents.&lt;/p&gt;&lt;p&gt;&#8221;We certainly have shades of the corridor fight resurrecting themselves,&#8221; said Wharton businesswoman Debra Medina, who ran against Perry in the 2010 gubernatorial race and is a leading opponent of the Keystone project.&lt;/p&gt;&lt;p&gt;&#8221;You&#8217;ve got a foreign company. You&#8217;ve got a private property battle. If I know Texans like I think I do, I think the landowners will win,&#8221; Medina said.&lt;/p&gt;&lt;p&gt;The project would complement an existing TransCanada pipeline in the United States, doubling the system&#8217;s total capacity to 1.1 million barrels of crude a day into U.S. markets, the company said. The 1,661-mile, 36-inch, $7 billion pipeline would start in Alberta, Canada, and stretch through Montana, South Dakota, Nebraska, Kansas, Oklahoma and Texas.&lt;/p&gt;&lt;p&gt;Obama turned down the application over concerns about the route&#8217;s potential impact on the environmentally sensitive Nebraska Sandhills, but he left the door open for a new application. Republicans accused the president of turning his back on a project that supporters say would create more than 100,000 jobs.&lt;/p&gt;&lt;p&gt;Shawn Howard, a TransCanada spokesman, said the company plans to resubmit the application to reroute the pipeline away from the sand hills, but the rest of the route, including the Texas portion, would remain the same.&lt;/p&gt;&lt;p&gt;Waco economist Ray Perryman, in a TransCanada-sponsored study that critics dispute, says the pipeline would create at least 50,000 jobs in Texas, by far the most of any pipeline state. Perryman also predicts $41 million in state government revenue and $7.6 million for local governments during construction.&lt;/p&gt;&lt;p&gt;Water worries&lt;/p&gt;&lt;p&gt;But many of those in or near the proposed route say the uncertainties and potential hazards outweigh the positives. In Reklaw, population 266, Mayor Harlan Crawford says fighting the pipeline has become his principal mission in a job otherwise filled with the predictable litany of small-town complaints, such as stray dogs and water problems.&lt;/p&gt;&lt;p&gt;The community, which Crawford, 77, describes as &#8220;just a blink in the road,&#8221; was founded in 1890. Settlers wanted the name Walker but, learning that it was taken, opted for the backward spelling. Many current inhabitants are aging retirees.&lt;/p&gt;&lt;p&gt;After learning that the pipeline would run near the town, residents joined forces with Gallatin, another small farming community, to form the equivalent of a regional compact that would give them more power to challenge the pipeline. One big concern for the alliance is the potential contamination of the Carrizo-Wilcox Aquifer, which lies underneath 60 counties.&lt;/p&gt;&lt;p&gt;&#8221;This is some nasty stuff, and we look to get it stopped,&#8221; Crawford said.&lt;/p&gt;&lt;p&gt;Others say TransCanada representatives also applied not-so-subtle pressure when they began acquiring access to property to build the pipeline.&lt;/p&gt;&lt;p&gt;&#8221;They were pushy and would intimidate you and said you had to sign this thing,&#8221; said Eleanor Fairchild, who lives near Winnsboro in Wood County. Like others, she said, she &#8220;got into the fight&#8221; out of concern over possible water contamination.&lt;/p&gt;&lt;p&gt;&#8221;We can live without oil,&#8221; she said, &#8220;but we cannot live without water.&#8221;&lt;/p&gt;&lt;p&gt;Michael Bishop, a retired Marine who owns 20 acres in Nacogdoches County, hired an attorney to fight the project after learning that the route would cut through his orchard and garden.&lt;/p&gt;&lt;p&gt;&#8221;It&#8217;s going to totally disrupt my life as I know it,&#8221; he said. &#8220;Is it fair for a foreign-owned company to come over here and take land for their private use and their personal gain?&#8221;&lt;/p&gt;&lt;p&gt;Eminent domain&lt;/p&gt;&lt;p&gt;As with the Trans-Texas Corridor, the pipeline dispute seems certain to reopen a legislative debate over eminent domain powers, which governmental entities and so-called common carriers such as utilities and pipelines use to acquire land for public projects after compensating the owner.&lt;/p&gt;&lt;p&gt;TransCanada has used eminent domain to acquire a number of tracts, but critics of the company are challenging that authority, citing a 2011 Texas Supreme Court decision that makes it harder for pipelines to meet the definition of a common carrier.&lt;/p&gt;&lt;p&gt;Entities with eminent domain powers typically first seek to negotiate with a landowner. If they can&#8217;t agree, the entity sues to take the land. The courts also appoint a three-member commission to set a price.&lt;/p&gt;&lt;p&gt;Howard, the TransCanada spokesman, called eminent domain proceedings &#8220;an absolute last resort&#8221; for the company and said &#8220;we do everything we can&#8221; to reach a voluntary agreement instead of going to court. He also said the company uses the property as a right of way for the pipeline and does not take ownership.&lt;/p&gt;&lt;p&gt;The company has obtained 99 percent of the easements needed to build the pipeline in Texas, with only 19 tracts outstanding, he said.&lt;/p&gt;&lt;p&gt;Medina, who now heads We Texans, a conservative advocacy group, says she has documented at least 89 lawsuits in which property owners were taken to court. Nationwide, the average price of gas climbed to $3.579, up from $3.57 on Tuesday.Crude oil prices hovered above $106 a barrel today in Asia amid concern that conflict over Iran&#8217;s nuclear program could lead to global crude supply disruptions, according to the Associated Press.Benchmark crude for April delivery was up 11 cents to $106.36 per barrel late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. Brent crude was down 16 cents at $121.50 per barrel in London.Oil has jumped from $96 earlier this month amid escalating tension between Western powers and Iran.On Tuesday, Iran Gen. Mohammed Hejazi warned his country is prepared to carry out a pre-emptive strike against any nation that threatens Iran. His comments followed Iran&#8217;s announcement of war games to practice protecting nuclear and other sensitive sites  viewed as a message to the U.S. and Israel that the Islamic Republic is ready both to defend itself and to retaliate against an armed strike.Iran said over the weekend that it will stop selling oil to Britain and France in retaliation for a planned European oil embargo this summer.The move was mainly symbolic  Britain and France import almost no oil from Iran  but it raised concerns that Iran, which produces almost 4 million barrel a day of crude, could take the same hard line with other European nations that use more Iranian crude, according to AP.&#8221;A real stoppage of 4 million barrels a day will send crude markets to at least $130,&#8221; Carl Larry of Oil Outlooks and Opinions said in a report. &#8220;A stoppage longer than a month will push that number to $150. Damage to oil fields or transport areas will add even more premium that will not go away for years.&#8221;Some analysts expect an improving U.S. economy and tight global crude supplies will also help boost prices. Goldman Sachs said it expects crude to rise to $123.50 during the next 12 months.Stronger-than-expected demand against limited inventory and scarce excess production capacity leaves the market extremely vulnerable to price spikes in the near-to-medium term, Goldman Sachs said in a report. It is important to emphasize that a spike in oil prices would most likely inflict damage on the economic recovery.</p>

It is also the first time the rookies compete at the track.“I think Quals is one of the most exciting, and also nerve-wracking, days for riders and fans,” said senior and Kappa Alpha Theta rider Amy Dickman. “Quals are the official kickoff to the race and perfect for getting people excited.”If you have never attended any part of the qualifying event, it is worth your while to check it out. Each team that wishes to compete in the Little 500 must participate to be considered for the race.Only 33 teams qualify for the men’s and women’s race. It is usually the men’s teams that are actually cut from the race, but this year, women’s teams will be cut from the race, as well. The teams only have three attempts to successfully complete the laps before being disqualified.It is four laps around the track with an exchange in between each lap. The exchanges during this event, much like the exchanges during the race, are always hazardous and can stop teams from qualifying or move their spots far down the ladder.The excitement that comes with qualifying your team also comes with the pressure to live up to expectations. Riders will be the first to tell you a good starting position is key. “Quals, or ‘qualidays,’ as I like to call it, is one of my favorite days in the spring,” junior and Delta Gamma rider Emily Loebig said. “It’s important to get a good starting position to stay safe in the race.” The starting position in a crowded race is important. It also helps to set up which teams can work together to have a successful race. Depending on the weather on race day, being stuck in a pack in the middle could be dangerous and result in crashes. Whether or not Quals is an accurate projection of how race day will end is debatable. The most important part of Quals is the excitement it brings to the campus, and it gives students the chance to look toward the best season in Bloomington: Little 500 season.“Quals condenses all of the speed, emotion and inebriated fans of race day into less than two and a half minutes,” said senior and Beta Theta Pi rider Eric Anderson. “What’s not to like?”</p>

Germany&#8217;s DAX lost 0.4 percent to 6,880.81 and France&#8217;s CAC-40 slid marginally to 3,462.40.&lt;/p&gt;&lt;p&gt;Benchmarks in Asia fared better and Wall Street appeared headed for a higher opening. Dow Jones industrial futures rose nearly 0.1 percent to 12,957 and S&amp;P 500 futures were 0.1 percent higher at 1,361.40.&lt;/p&gt;&lt;p&gt;Earlier in the day, the Nikkei 225 index in Tokyo added 1 percent to close at 9,554 &#8211; its highest finish in more than six months, as a weakening yen boosted the prospects of Japan&#8217;s critical export sector.&lt;/p&gt;&lt;p&gt;Hong Kong&#8217;s Hang Seng rose 0.3 percent to 21,549.28. South Korea&#8217;s Kospi added 0.2 percent to 2,028.65. Benchmarks in Australia, mainland China, Taiwan and Malaysia rose, while New Zealand, Singapore, India and Indonesia fell.&lt;/p&gt;&lt;p&gt;The preliminary reading of HSBC&#8217;s China manufacturing index rose from 48.8 in January to 49.7 in February. But the number was still below the 50-level that signifies expansion, suggesting that the Chinese central bank may loosen credit &#8211; a move typically welcomed by markets.&lt;/p&gt;&lt;p&gt;Analysts at Barclays Capital in Hong Kong said the figure &#8220;will likely provide some comfort to the market&#8221; due to expectations that the People&#8217;s Bank of China will undertake further monetary easing in order to try to stimulate growth.&lt;/p&gt;&lt;p&gt;The news helped spur mainland Chinese shares higher. That was Greece&#8217;s second bailout following a 110 billion euros ($146 billion) rescue in 2010.&lt;/p&gt;&lt;p&gt;Separately, private investors in Greek bonds will be asked to forgive 107 billion euros in debt &#8211; a 53.5 percent loss on the face value of their bonds. Spending cuts could reduce tax revenue and possibly worsen the government&#8217;s finances.&lt;/p&gt;&lt;p&gt;Benchmark oil for April delivery was down 2 cents to $106.23 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose by $2.65 to finish at $106.25 per barrel on Tuesday.&lt;/p&gt;&lt;p&gt;In currencies, the euro fell to $1.3221 from $1.3244 late Tuesday in New York. The dollar rose to 80.16 yen from 79.71 yen.</p>

			<content:encoded><![CDATA[<p>The overall Australian market closed marginally higher today, with the All Ordinaries index up 0.1% at 4,372.1 points.However, strength in precious metals has buoyed Australian resource stocks in today’s trade, with spot gold jumping 1.5% to US$1760 an ounce earlier, while silver was 2.3% higher at US$34.50 per ounce.Shares in the majority of top 20 resource stocks by market capitalisation stayed strong to the end, with Oil Search Holdings (ASX: OSH) leading the way, up 3.57% at $6.96.Medusa Mining (ASX: MML) won favour with investors, up 3.27% at $6.32 upon the release of the company’s results for the half year to December 2011.Medusa announced an interim un-franked dividend payment of $0.05 per share payable on March 23, 2012.Northern Iron (ASX: NFE) performed well, gaining 3.11% to $0.83, followed by Mineral Deposits (ASX: MDL), up 2.77% at $6.30.Meanwhile, Woodside Petroleum (ASX: WPL) shares were up 2.53% at $36.86 after dipping to a low of $36.01 in early trade.Woodside released its full year 2011 results briefing today, which showed that production fell 11% to 64.6 million barrels of oil equivalent from 2010, impacted by one-off events of divestments and a severe cyclone season.Reported profit was also down, sliding 4.3% due to lower sales volume, higher exploration expenses and the impact of the Pluto delay mitigation costs. However, these factors were largely offset by higher prices across all products.Senex Energy (ASX: SXY) was close behind, gaining 2.5% to $1.025 on the back of successful appraisal drilling at the company’s Growler-8 hole in South Australia’s Cooper Basin.The success of this hole is significant in that it has extended the limits of the Growler oil field in the western flank of the basin.Growler joint venture partner Beach Energy (ASX: BPT) was also lifted by the news, its shares trading 0.3% higher at $1.69.Shares in Perseus Mining (ASX: PRU) closed 2.44% higher at $2.94 while Newcrest Mining (ASX: NCM) closed up 2.14% at $35.85.Newcrest today received conditional approval for its application to list on the Toronto Stock Exchange (TSX).The company expects that the remaining conditions will be satisfied and that trading in the company’s shares on the TSX could begin as early as March 2012.Santos (ASX: STO) shares gained 1.35% in today’s trade to close at $14.31, while Iluka (ASX: ILU) closed 1.28% higher at $17.43 and Fortescue Metals Group (ASX: FMG) finished the day 0.36% higher at $5.54.Meanwhile, mining giant BHP Billiton (ASX: BHP) slid 0.08% to 36.41, finishing ahead of Rio Tinto (ASX: RIO) which closed down 0.91% at $68.53.OZ Minerals (ASX: OZL) also closed lower, down 0.36% at $11.11, followed by Paladin Energy (ASX: PDN), 0.85% lower at $1.745.Shares in African Iron (ASX: AKI) fell 0.89% to $0.56, with the company releasing a letter to investors urging them to accept a takeover offer from Exxaro Resources (JSE: EXX).Consideration for the takeover is $0.51 per share and $0.31 per option cash, with an additional $0.06 per share and $0.06 per option if Exxaro achieves a relevant interest of 75% or more by 4pm WST on February 28.Finally, Atlas Iron (ASX: AGO) shares slid 0.95% to close at $3.12, followed by Lynas Corporation (ASX: LYC), down 1.15% at $1.29 and Alumina (ASX: AWC), down 2.1% to $1.165.</p>

			<content:encoded><![CDATA[<p>SINGAPORE Oil prices hovered above $106 a barrel Wednesday in Asia amid concern that conflict over Iran&#8217;s nuclear program could lead to global crude supply disruptions.&lt;/p&gt;&lt;p&gt;Benchmark crude for April delivery was up 11 cents to $106.36 per barrel late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $2.65 to settle at $106.25, the highest since May, in New York on Tuesday.&lt;/p&gt;&lt;p&gt;Brent crude was down 16 cents at $121.50 per barrel in London.&lt;/p&gt;&lt;p&gt;Oil has jumped from $96 earlier this month amid escalating tension between Western powers and Iran.&lt;/p&gt;&lt;p&gt;On Tuesday, Iran Gen. Mohammed Hejazi warned his country is prepared to carry out a pre-emptive strike against any nation that threatens Iran. His comments followed Iran&#8217;s announcement of war games to practice protecting nuclear and other sensitive sites &#8211; viewed as a message to the U.S. and Israel that the Islamic Republic is ready both to defend itself and to retaliate against an armed strike.&lt;/p&gt;&lt;p&gt;Iran said over the weekend that it will stop selling oil to Britain and France in retaliation for a planned European oil embargo this summer.&lt;/p&gt;&lt;p&gt;The move was mainly symbolic &#8211; Britain and France import almost no oil from Iran &#8211; but it raised concerns that Iran, which produces almost 4 million barrel a day of crude, could take the same hard line with other European nations that use more Iranian crude.&lt;/p&gt;&lt;p&gt;&#8221;A real stoppage of 4 million barrels a day will send crude markets to at least $130,&#8221; Carl Larry of Oil Outlooks and Opinions said in a report. &#8220;A stoppage longer than a month will push that number to $150. Damage to oil fields or transport areas will add even more premium that will not go away for years.&#8221;&lt;/p&gt;&lt;p&gt;Iran&#8217;s Foreign Ministry also said Tuesday that visiting inspectors won&#8217;t be able to tour the country&#8217;s nuclear facilities. An International Atomic Energy Agency team arrived in Tehran this week hoping to monitor Iran&#8217;s nuclear program. Instead it will only hold talks with officials about ways to cooperate in the future.&lt;/p&gt;&lt;p&gt;The West fears Iran&#8217;s nuclear program is aimed at developing atomic weapons. Iran denies the charges, and says its program is for peaceful purposes.&lt;/p&gt;&lt;p&gt;Some analysts expect an improving U.S. economy and tight global crude supplies will also help boost prices. Goldman Sachs said it expects crude to rise to $123.50 during the next 12 months.&lt;/p&gt;&lt;p&gt;&#8221;Stronger-than-expected demand against limited inventory and scarce excess production capacity leaves the market extremely vulnerable to price spikes in the near-to-medium term,&#8221; Goldman Sachs said in a report. &#8220;It is important to emphasize that a spike in oil prices would most likely inflict damage on the economic recovery.&#8221;&lt;/p&gt;&lt;p&gt;In other energy trading, heating oil fell 0.1 cent to $3.23 per gallon and gasoline futures slid 0.4 cent to $3.24 per gallon. Natural gas added 0.5 cent to $2.63 per 1,000 cubic feet.</p>
